I got a few referrals from purchasing an ad space on another site and posting my squishy banner there I also have a website. But out of my 9 referrals, only 1 is active

key is to be able to find active referrals, people who will actually work the sites or else you'd have to get like 1000 referrals to even start making anything decent...hmmmm....

I am still not convinced that I should have referrals, most of the time they are not active, it is pennies I make that way during a month,

I think, generally speaking, you may be better off trying to source your own referrals rather than trying to buy them into your downline. Mainly because, all an inactive referral does is make your downline look bigger in number but it does nothing to help generate more revenue.
But yes, referrals are extremely important to successfully growing your business.
