Today's winner: Stealth! (Although you wrote the date as "February 7th" instead of November, so I had to look it up to make sure you had the right date!) :-)

I didn't know why I put Feb. Anyways, thanks for the extra chip.
August 14th, 1936 – In Owensboro, Kentucky, Rainey Bethea, a black drunken fugitive who was convicted for the rape and murder of a 70 year old white woman named Lischia Edwards, became the last person to be hanged in a US public execution, which gained nationwide attention because it was performed by a white sheriff woman named Florence Thompson.
Since he was drunk, the original executioner, Arthur L. Hash, a former Louisville cop who offered to do it for free and asked to remain anonymous, failed to pull the trigger when asked by the execution supervisor G. Phil Hanna, an Illinoisian farmer, who not only complained afterward that Hash shouldn't have performed the execution in his intoxicated state but also said it was the worst hanging display he experienced under his supervision. Instead, a deputy leaned onto the trigger that executed the sentence.
Along with this botched execution, Bethea's death warrant revisions due to inconvenience issues and especially the execution's surrounding media circus like false reporting from many newspapers which embarrassed Kentucky legislature members, also contributed to the final culmination of the eventual end of public US executions.

On August 14, 1935, the United States Social Security Act passes, creating a government pension system for the retired.
...and will it run out of money exactly 100 years later (8/14/2035)?
