I was wondering if any member who reads this post has ever heard of saving a number in a contact list in a cell phone as ICE (which I believe stands for In Case of Emergency) so that way if someone finds a cell phone or uses it if a person is in a car accident, etc and it has a phone number listed in it as ICE than the person would know to call that number to contact someone about finding a cell phone or to let the person know that someone they know is in a car accident, etc. I believe I have heard of what I said in this paragraph of this post.

Why did you ask if calling 911 free? When you said free are you referring to not using up any minutes on a cell phone plan when a person calls 911 using a cell phone. If I am wrong on what you meant by free than let me know this.

I was wondering if any member who reads this post knows the answer to any of the following below.
Someone I know said a smartphone is not a brand of cell phone. If the person who told me this is right than what makes any brand of cell phone a smartphone.
If the person is right on what I shared in the previous paragraph of this post than I was wondering what brand(s) of cell phone(s) are considered a smartphone.
I was wondering what cell phone company(ies) offer a smartphone(s).

Smartphones are not celluluar phones. To the member I am quoting if smartphones are not cellular phones than does this mean anyone who owns a smartphone is not able to talk to anyone on it. If I am right on what I said than again what make a smartphone a smartphone and why would anyone want to own a smartphone if they are not able to talk on it.

They are mini computers with apps. To the member I am quoting are all smartphones mini computers. To the member I am quoting or to any other member who reads this post I was wondering why are some things on smartphones called apps and what makes some things on smartphones apps.
