I'm going to assume you're talking about the free Ebay offer, and not the paid/trial ones. Non-credit requests are for paid and trial offers. Freebie non-credit requests will not be accepted. Even if you had the winning bid, I'm pretty sure this offer is counted as a freebie. This is most likely why they didn't see the request as valid. If the offer was not denied and still remained in your pending folder, then it's supposed to be okay to re-do the offer. Since the Ebay offer required you to create an account though, I don't think you're allowed to create another one. I'm really not sure. Lets leave the verdict for Squishy to decide.

Hi! Even though you deleted the offer from your pendings, we still have a non credit request for this offer pending with our advertiser. Many advertisers are not accepting these requests anymore and the ones that are, are taking FOREVER. We have non credit requests pending since early May, so please be patient. If we had any power to speed up the process, you know we'd use it. MoneyBunny is right about freebies, although sometimes we allow high paying freebies, like this ebay offer, to be submitted for non-credit request. For the most part, we cannot accept any non-credit requests for freebies. I don't think creating a new account would be wise, as eBay obviously just wants new members. I hope this answered your questions.

I did the free eBay offer a few days ago and it approved the next day. I had an eBay account before I did this offer that I had not used for over a year and couldn't remember what email i used or my username or any of the information on my old account . So I felt at ease creating a new eBay account as my last one was pretty much gone. Well it is floating around in cyberspace but I don't know how to find it, lol. So I would try it again in a year if you don't use your eBay account. If you are actively using your eBay account though I definitely wouldn't try to make another one.
