Not deleting temporary internet files in IE won't stop you from getting credit but other GPT site guidelines seems to suggest that clearing it improves the credit ratio.
If the temporary internet files are cleared/deleted, it does not clear the index.dat file. Google is your friend if you don't know what index.dat file is.
